Generally I'm not to happy about the way how Apple handles languages and region settings. As I live in Germany I have my region and main Apple ID set to Germany (but language set to English UK), which means that Apple Music content is of course in German and focused on German content. That really annoys me every time I open the music app.

I would much rather have everything in English and also choose Genres I'm interested in (also include French Pop). I have no interest whatsoever in German music. I also don't see how setting the region to UK would change much from a user perspective (I would of course gain the News app), but prefer the German format settings. That's why I've stuck to it for the time being.

After adding my cards and getting a French boon account the Apple Pay settings have remained under the German region setting. The chances of Apple Pay officially coming to Germany are tiny anyway. All in all it's not confusing, just a lot to think about when you're a person travelling and living a lot between different countries and want to keep all your services in those countries intact on your devices. Last thing I need now is for my UK apps to update through the German App Store without me having to keep logging out, into the UK ID, then out and back in with the German ID and also loosing all my Apple Music downloads in the process.
