Here is some more information that might help. • We have all versions of VS installed from VS 2008 through VS 2017. • The problem seems to have something to do with the '.vs' folder. Deleting this folder fixes the problem. Of course loading the solution creates the '.vs' folder again which causes the problem again.

I've attached an example solution including the '.vs' folder. Please let me know if you need any of my configurations, for example what components in Visual Studio are installed, or what software is installed on my computer, along with how to export and send this information. I should have clarified. I don't make any actual changes. I only edit the file so it's recognized as modified (add and then delete a space, etc.) but I don't make any actual changes. Doing this allows the project to be loaded for that 'session'. If I close and reopen the solution it doesn't load again.

If I only have the C++ managed test project everything works fine. If I have another C++ project in the same solution (for example a MFC DLL) the problem happens. I can create two brand new projects in the same solution (C++ managed tests and MFC DLL) using the default options, close and reopen the solution a couple of times, and the problem happens. I don't know if this has any bearing, but the managed test project is not selected as the default project when the solution opens.
