For some reason, WBFS Manager and Disk Management seem to have problems with flash drives formatted in FAT32. All I had to do was change the drive's formatting to NTFS, and you don't even have to do the disk management step this way. This is done by going into my computer, right clicking on the drive, clicking format, and then selecting the NTFS filesystem. Use default allocation size, and make sure quick format is checked or else it will take ages. Once it's done, just proceed as normal in WBFS manager and you shouldn't get an error.
