A coworker uses Outlook 2016 (running on a VM). We are both on 365. When I forward a message to him with an attachment, he receives my text in the body but the forwarded text is missing. The attachment typically comes in the form of a web attachment which has to be opened in a browser. The forwarded text is also in the form of an attachment. If you don't ensure that there is nothing selected when you forward, it will only forward part of the message. Are you sure the complete forwarded message appears at the bottom of your composition window before you send the message?
