I actually worked extensively with Adobe team members, and they could not resolve the problem. If you want to work with them, make a request through their chat link. My advice: give up on Adobe Premiere Elements 13, otherwise you will spend far more time troubleshooting than producing, and you will lose your work, repeatedly.
