It requires a download, and has a slightly better interface and considerably less lag; however, the deck builder only lets you use cards from 3 sets at a time. You can switch your chosen sets at any time while making a deck, though, so it's just an inconvenience that makes building anything but a standard deck painful. Oh, also it has a pretty good draft sim; you have to click on the draft tab under formats when building a deck. Note that the draft sim is not multiplayer (the other drafters are AI) but you can use the deck you draft to play against a friend online.

Edit: I want to clarify that the deck builder itself is actually fine and its just that the restrictions are painful. For example, the draft deck builder uses your draft pool as the set of cards you can use, and I have no issue with it whatsoever.
